NERC to Investigate 38 Worker Deaths Amid Power Sector Safety Lapses

The Nigerian Electricity Regulatory Commission (NERC) has launched an investigation into the deaths of 38 electricity workers between April and June 2025, warning of a deteriorating safety culture in the power sector.

The commission’s second-quarter report revealed that all fatalities occurred within the distribution segment, with none recorded in the generation or transmission sectors. NERC described the trend as alarming, noting that total accidents rose from 31 in Q1 to 60 in Q2, while deaths increased from 12 to 38.

The Ibadan, Kano, Benin, Eko, and Jos distribution companies accounted for roughly 63 per cent of all incidents.

NERC expressed concern that distribution companies continue to record the highest safety lapses despite repeated warnings.

“As seen in previous quarters, DisCos account for most of the safety incidents within the Nigerian Electricity Supply Industry (NESI),” it said. “They were responsible for 100 per cent of worker fatalities in Q2 2025.”

Under Section 34(1)(e) of the Electricity Act 2023, the commission is mandated to ensure safe and reliable power delivery. It confirmed that investigations have begun and that enforcement measures will follow against any culpable operators.

To address the problem, NERC said it is monitoring licensees’ accident-reduction strategies and organising safety programmes such as the Health and Safety Managers’ Meeting to promote compliance.

“The commission continues to track operators’ safety plans and will enforce strict penalties where necessary,” it said, assuring that stronger measures will be taken to prevent further loss of life.
