Federal Civil Service Goes Digital as Walson-Jack Launches 1Gov Cloud Platform

The Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, has announced the migration of the Office of the Head of the Civil Service of the Federation (OHCSF) to the homegrown 1Gov Cloud Enterprise Content Management System (ECMS).

Speaking at the launch, Mrs. Walson-Jack described the occasion as “a defining day in the history of the Nigerian Public Service,” noting that the transition marks a major milestone under the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25) towards building a world-class, digitally enabled Civil Service.

She said the migration would enhance efficiency, automate workflows, and reinforce the Federal Government’s commitment to a paperless, technology-driven future.

“This day represents more than just a shift to digital operations,” she remarked. “It reflects our readiness to deliver public services with greater speed, transparency, and efficiency.”

Highlighting recent progress, the HCSF disclosed that 59,344 official email addresses have been created for civil servants to improve communication and accountability. She added that Standard Operating Procedures (SOPs) have also been developed for departments and units offering common services, to promote efficiency and standardisation across Ministries and Extra-Ministerial Departments.

Outlining the rationale for adopting the 1Gov Cloud, Mrs. Walson-Jack identified four key considerations: national sovereignty of data infrastructure, government-wide interoperability, economies of scale, and accelerated digital adoption.

According to her, the 1Gov Cloud platform serves as a unified digital backbone for all Ministries and Extra-Ministerial Departments, facilitating seamless interoperability through features such as GovMail for communication, InMail for internal correspondence, GovDrive for document management, and GovConference for virtual meetings and collaboration.

She reaffirmed that the Federal Government’s goal of achieving a fully paperless Civil Service by 31 December 2025 remains firmly on track.

Mrs. Walson-Jack commended Galaxy Backbone Limited, developers and managers of the 1Gov Cloud, for their professionalism and dedication to ensuring that Nigeria’s digital assets are hosted, governed, and secured within the country.

“We are transitioning from dependence on foreign technology to a Nigerian-built and Nigerian-owned digital system,” she said.

The highlight of the event was a live demonstration in which Mrs. Walson-Jack assigned tasks and sent emails to Permanent Secretaries present, who received and acknowledged the messages in real time—illustrating the platform’s seamless communication capabilities.

She described the migration to the 1Gov Cloud as the dawn of a new era of efficiency, transparency, and digital transformation within the Federal Civil Service.
