‘Enough Is Enough’: FCT Workers Rally Over Welfare Crisis and Unpaid Benefits

The Joint Union Action Committee (JUAC) of the Federal Capital Territory Administration (FCTA) has announced a three-day protest scheduled to run from Monday, 30 June, to Wednesday, 2 July 2025, in protest over unresolved staff welfare concerns.

According to a statement issued by JUAC President, Rifkatu Iortyer, on Thursday, the union is protesting what it describes as the “blatant refusal” of the FCT Minister to address long-standing grievances relating to staff rights and entitlements.

JUAC directed all members and affiliate unions within the FCTA to assemble at the Minister’s Main Gate in Area 11, Garki, by 7:00 a.m. daily throughout the protest.

Key issues fuelling the protest include delayed staff promotions—many pending since 2023—ongoing salary administration irregularities, non-payment of entitlements, and deductions the union considers unlawful.

The union is also demanding institutional reforms such as the removal of the FCT Civil Service Commission Chairman and an end to the practice of appointing “overseeing directors”.

Other unresolved issues include:

  • Non-payment of five months’ wage awards and arrears of hazard allowances for health workers;

  • Absence of overhead funding since December 2024;

  • Unpaid allowances for the Abuja Environmental Protection Board (AEPB) enforcement team.

JUAC is further calling for the domestication of the Integrated Payroll and Personnel Information System (IPPIS), improved access to the salary portal for desk officers, and comprehensive training and retraining for FCTA staff.

Also among the union’s concerns is the plight of FCTA primary school pupils, who remain out of school due to ongoing challenges.

“All members of staff are advised to gather at the Minister’s Main Gate, Area 11, to press home their demands,” the union’s statement concluded.
