Can Digital Tools Fix the Civil Service? Yobe Bets on a Bold HR Upgrade

The Yobe State Government has partnered with a technology firm, Speak in Codes, to digitise its civil service operations through the deployment of a comprehensive Human Resource Management System (HRMS).

The Head of Service, Alhaji Tonga Betara, disclosed this on Monday in Damaturu during a strategic briefing with consultants from the firm, which has been contracted to implement the digital solution known as the Human Resource Suite (HR Suite).

Betara said the state had commenced the implementation of the HR Suite as part of a broader effort to modernise workforce administration across the civil service. He described the platform as vital for enhancing efficiency, transparency, and regulatory compliance in human resource processes.

He further stated that the Office of the Head of Service would coordinate the initiative’s implementation across all Ministries, Departments and Agencies (MDAs).

“The HR Suite is designed to standardise and digitise all personnel processes, aligning them with global best practices to improve service delivery in Yobe State,” Betara explained.

He also highlighted recent reforms undertaken by the government in succession planning, including the streamlining of existing frameworks to ensure sustainability and preserve institutional memory.

“The integration of the nominal roll into the succession plan is crucial for effective workforce planning and continuity,” he added.

Betara reaffirmed Governor Mai Mala Buni’s strong commitment to civil service development, particularly in promoting continuous capacity building among public servants.

“To ensure effective knowledge transfer, a ‘Train-the-Trainer’ model will be adopted. Selected personnel in all MDAs will be equipped to disseminate knowledge on the new HR Suite across the system,” he said.

He praised Governor Buni for his visionary leadership and consistent support for institutional reforms, noting that the HR Suite would significantly improve succession planning and enhance administrative efficiency.

Also speaking at the event, the Director of Administration in the Office of the Head of Service, Malam Mustapha, said the upgraded nominal roll complies with international standards and will serve as a reliable database for managing personnel records.

Mustapha emphasised that digitising the civil service would enhance audit processes and ensure consistency in staffing records across government entities.

The initiative is part of a broader strategy by the Yobe Government to establish a performance-driven public service underpinned by innovation, professionalism, and accountability.
