Labour Ministry Enters Digital Era with New Paperless Workflow System

The Federal Ministry of Labour and Employment on Thursday launched a new Enterprise Content Management (ECM) system aimed at modernising its operations, reducing paperwork, and improving service delivery.

Speaking at the inauguration in Abuja, the Minister of Labour and Employment, Dr. Muhammad Dingyadi, said the platform would streamline workflows, secure official records, and help the ministry respond more efficiently to Nigerians.

Dr. Dingyadi said the launch “marks a major step in our digital transformation journey,” noting that the system would also enhance transparency, regulatory compliance, and preservation of institutional memory.

He emphasised the importance of continuous staff training, saying officers must acquire the skills required to use the platform effectively. He commended the implementation team, the Permanent Secretary, and Galaxy Backbone for their dedication, urging staff to integrate the new system into their daily activities.

The Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, described the Go-Live of the 1Gov ECM platform as a significant milestone. She said the ministry had fully embraced a modern, paperless workflow that promotes productivity and equitable service delivery.

She explained that the shift to the 1Gov ECMS would automate processes, reduce reliance on paper, and enable real-time collaboration. Ministries and extra-ministerial departments now have access to Gov Drive, Gov Mail, digital signature tools, and other components of a fully integrated ecosystem, she added.

Mrs. Walson-Jack urged other ministries yet to join the platform to act swiftly, saying the system represents the future of a fully digitalised Federal Civil Service.

Also speaking, the Permanent Secretary, Dr. Salihu Usman, said the ministry was proud to join the “exclusive club” of MDAs that had successfully gone fully live under the Federal Government’s digitalisation initiative.

He said the milestone aligns with the Renewed Hope Agenda, which prioritises transparency, efficiency, productivity, and citizen-centred governance. According to him, digitalisation represents a cultural shift toward smarter work processes, faster responses, and better engagement with workers, employers, and social partners.
